With the signing of this contract, a new structural unit appeared in PROMFINSTROY — the Capital Construction Department of PROMFINSTROY JSC (Kstovo). In the same year 2018, the construction of a complex for processing oil residues based on the delayed coking process was started. The complex is located at the oil refinery of LLC Lukoil-Nizhegorodnefteorgsintez, one of the largest oil refining enterprises in the Russian Federation. This enterprise ranks fourth in the country in terms of capacity and first in PJSC Lukoil.

The oilmen also planned to launch a full—fledged production of more than 70 types of commodity petroleum products, of which the share of exports of manufactured products was at least 60% of the total volume. The commissioning of the facilities took place in 2021.
PROMFINSTROY JSC has carried out work on the construction of an elementary sulfur extraction plant with a capacity of 81 thousand tons per year. Modern UPS converts H2S contained in acid gas streams from amine regeneration plants and sulfur-alkaline wastewater neutralization plants into liquid sulfur. Usually, a two- or three-stage "Klaus process" recovers more than 92% of H2S in the form of elemental sulfur.
As part of the modernization of the refinery, the construction of a gas fractionating plant with a capacity of 425 thousand tons per year has been completed. At HFC-2, the processes of separating a mixture of gases into individual components are combined in various combinations. In the future, for example, propane-butane obtained through HFCs is used as a direct automobile fuel, as well as for other household and industrial needs.
The construction of a combined hydrotreating plant for diesel fuel and gasoline with a capacity of 1.5 million tons per year has pushed the company to the forefront of domestic oil refining. Hydrotreating of diesel fuel is the process of chemical transformation of substances under the influence of hydrogen at high pressure and temperature. This is a hydrogenation process of purification of raw materials (from gas to oils and paraffin) obtained during primary processing and during thermocatalytic processes. Hydrotreating of petroleum fractions is used to reduce the content of sulfur, nitrogen, oxygen, organometallic and unsaturated compounds in commercial petroleum products.
